Vehicle Services

In the vehicle inspection and emissions control technology field, Revecorp has intimate knowledge of the air pollution control process as it relates to vehicle emissions inspection programs and the air quality and human health benefits they provide. Revecorp is currently providing vehicle inspection program technical support (emissions testing, safety testing and/or for hire vehicle inspections) to several jurisdictions. Ongoing support for these programs includes program design, testing of upgrades and new equipment, data based analysis for fraud prevention, and technical support related all aspects of vehicle inspection technology from test systems to inspection procedures to data transmission, storage and use. Revecorp has worked with most vehicle inspection programs in the US and some international programs, as well as all major manufacturers of emissions test equipment and vehicle inspection data systems in the US (Applus, Andros, Bosch/Vetronix/SPX, Clayton, Envirotest, Gordon-Darby, Hickok/Waekon, Horiba, Maha, Multiplex Engineering, Mustang, Parsons, SGS Testcom, Sensors, Snap-on, Stant, Systech/ESP and Worldwide).

Test Equipment & Systems Development

Revecorp can provide testing and evaluation of test systems and equipment of all kinds. Revecorp has extensive experience with gaining regulatory approval for new technology. We can work with your needs to perform initial evaluation of products through final product acceptance testing. Revecorp also has experience with vehicle and aircraft test systems and can work with government and private companies to develop test systems for specialized applications. For example, Principals of Revecorp worked on the development of a test system that was installed in a vehicle for collecting PM data as well as spatial and temporal data as the vehicle was driven. The data were then used to develop three-dimensional maps of pollution throughout the city to locate "hot spots." Most recently Revecorp developed GPS-based data boxes which gather and provide speed, location, grade, and multiple temperature measurements for use in a study which required strict vehicle conditioning.

Dr. St. Denis of Revecorp and Garrett Torgerson (currently working at BAR) are the developers of the patented* Dynamometer tester which is manufactured by Sierra Research. In addition, Dr. St. Denis and engineers developed other test systems prior to coming to Revecorp including the following:

  • Gas verification system developed and built for the New Jersey DEP in 2004
  • A custom RG240 system developed and built for the Vermont DEQ in 2005/2006

Dr. St. Denis has also developed a test tool named "Ready-or-Not" which aids vehicle emissions testing shops help motorists know when their vehicle is ready for emissions testing (available at Amazon.com, there are also reviews available there).

Provide us with your custom application and let us develop an economical solution for you.

Equipment Testing

Principals of Revecorp developed the EPA guidance on how to evaluate new and in-use vehicle inspection test equipment. In addition, Revecorp has extensive experience with air pollution related test equipment, gas analyzers, sample handling systems, and compliance of equipment with specified requirements. One of Revecorp's principals is the recipient of two patents for test equipment.

Revecorp services related to equipment testing include acceptance testing of new equipment for compliance with requirements or regulatory specifications, and in-use testing of air pollution or vehicle emissions testing systems and emissions monitoring systems. Revecorp can assist equipment manufacturers with equipment testing and evaluation services during development to aid in saving time and cost during certification.

Auditing, Quality Assurance & Quality Control

Revecorp can assist with the improvement of testing programs through auditing the program, evaluating needs for areas of improvements and then developing written quality assurance and quality control procedures.

Principals of Revecorp have performed full vehicle inspection program audits for several IM programs to determine compliance with both local program regulations and with Federal criteria for operation a vehicle inspection program. These through reviews have lead to significant improvements in programs and identified shortcomings of programs where improvements have reduced program costs, improved customer convenience, and improved the accuracy and consistency of testing. Revecorp can provide full program evaluation services including developing program evaluation plans, implementing test programs, data analysis and development of program evaluation reports.

Principals of Revecorp developed guidance for the US EPA on how to audit all types of vehicle inspection test equipment. This includes detailed quality assurance procedures to confirm that the test equipment is designed new to provide test results within the required levels of accuracy. Quality control procedures are then provided to ensure in-use equipment maintains compliance with accuracy requirements.

Training

Revecorp has provided training to many states and Dr. St. Denis has taught air pollution control and vehicle emissions control technology classes at several universities and to several companies staff in the vehicle inspection business. Revecorp can provide training on the following subjects:

  • Vehicle emissions control history and the current state of vehicle emissions control testing
  • Principals of On-Board Diagnostics (OBDII) systems development, history, system operation and use in vehicle emissions testing programs
  • How to audit every type of vehicle inspection program test system from gas cap testers, to gas analyzers to dynamometers
  • Principals of air pollution control including monitoring, modeling of emissions for developing emissions inventories, air pollution control legislation and emissions reduction program technology
  • Development of State Implementation Plans
  • Use of the US EPA MOVES vehicle emissions model

Vehicle Inspection Program

Revecorp can assist states and local governments with literally all aspects of vehicle inspection program development, as well as with managing changes to vehicle inspection programs. Services include:

  • Evaluation of vehicle inspection program options for both new programs and programs undergoing changes, such as changing from a centralized to a decentralized testing program
  • Development of Requests for Proposals for vendors to provide vehicle inspection program services, test systems, and vehicle inspection data systems ("VID"s)
  • Evaluation of technology proposed by vendors in their proposals, including VIDs, dynamometers, gas analyzers, OBDII test equipment, gas cap testing equipment, and safety testing equipment
  • Acceptance testing of equipment
  • Development of quality assurance and quality control programs
  • Development, operation, and analysis of vehicle inspection program evaluations
  • Preparation of annual and biennial reports to the US EPA on vehicle inspection program performance
  • Program audits for compliance with federal and state requirements
